Please, could you check what the heck happens when you run a ded server and someone joins... As far as I can tell, since no host player is in, then No teles are spawned because there is nothing to go by.
So, that would mean worldserver needs to follow by any of the client instead of the server. That would allow people to host a dedicated server... and then would be needed another command that allowed clients to force a "go to startmap".
